How aid should work

The recent glaring absence of a bill enshrining the UK's commitment to spending 0.7% of its foreign aid budget in the latest Queen's speech has shed light on the debate over how foreign aid should work (if we should donate money at all).

As far as I can see it's fairly obvious what should happen. The Department for International Development (DfID) should approach individual communities and on a localised basis say 'Hey, we think you might be in need of a few extra resources in your town/village/community and would like to help you out. How do you think we could best do so?'
